New Phase Aims to Boost Ease of Doing Business, Attract Industrial Investment and Generate Employment Opportunities
Punjab Chief Minister Bhagwant Singh Mann has launched the second phase of the Fastrack Punjab Portal, expanding the digital platform to integrate 173 government services under a single window. The initiative is aimed at simplifying administrative procedures, ensuring transparency, reducing bureaucratic delays and creating a business-friendly environment to attract domestic and international investments.
The expanded portal marks another step towards strengthening digital governance and accelerating Punjab’s industrial development. By bringing multiple departmental services onto a unified, paperless platform, the state government aims to make business approvals faster, more accessible and accountable.
1. Fastrack Punjab Portal: A Major Governance Reform
The second phase introduces several measures designed to simplify regulatory processes and improve the experience of businesses and investors.
- Single-Window Digital Platform: A total of 173 services across multiple government departments will be accessible through one integrated, paperless portal.
- Deemed Approval Mechanism: Applications will receive automatic deemed approval where competent authorities fail to take decisions within the prescribed timelines, subject to applicable rules.
- Faster Industrial Clearances: Under the Punjab Right to Business Act, eligible projects involving investments of up to ₹125 crore can receive In-Principle Approval within three days, with an overall approval timeline of 45 days.
- Simplified Regulatory Procedures: The Punjab Right to Business (Amendment) Rules, 2025, facilitate pre-construction approvals, including factory licences, Consent to Establish and Operate, stability certificates, Fire NOCs and registrations under the Building and Other Construction Workers Act.
- Technology-Driven Investor Support: AI-powered chatbots, WhatsApp notifications and dedicated call centres will help investors access information and track applications.
2. Industrial Investment and Employment Generation
Punjab has reported significant investment commitments as part of its efforts to strengthen the state’s industrial ecosystem.
According to the figures highlighted by the Chief Minister, Punjab has attracted investments worth approximately ₹1.40 lakh crore, with the potential to generate nearly five lakh employment opportunities across different sectors.
The state has also attracted investment interest from several international markets, including Japan, the United States, Germany, the United Kingdom, Dubai, South Korea, Singapore and Spain.
Key sectors identified for industrial expansion include:
- Food processing and agro-based industries
- Textiles and garments
- Automobile components
- Hand tools manufacturing
- Bicycle manufacturing
- Information Technology
- Tourism and allied industries
To strengthen industry-government coordination, the state has also constituted 24 sector-specific committees comprising entrepreneurs and policymakers. These committees are expected to contribute to industrial policy development and identify sectoral growth opportunities.
3. Business Community as a Pillar of Economic Growth
Emphasising the contribution of entrepreneurs and business owners, Chief Minister Bhagwant Singh Mann described the business community as an important pillar of Punjab’s economic development.
He stressed the need to recognise entrepreneurs alongside farmers as key contributors to employment generation, economic activity and public prosperity.
The government has also encouraged young people to move beyond traditional job-seeking aspirations and become job creators through entrepreneurship, government-backed loans and financial assistance schemes.
4. Agriculture and Youth Development
Highlighting Punjab’s contribution to national food security, the Chief Minister referred to the state’s agricultural resilience despite extensive flood damage affecting nearly five lakh acres of farmland.
Punjab reportedly contributed a record 150 lakh metric tonnes of paddy to the national pool, reaffirming its significant role in the country’s agricultural economy.
He also highlighted the achievements of Punjabi sportspersons, noting their leadership roles in India’s national teams across hockey, cricket, football and basketball.
A Digital Push Towards a Stronger Industrial Economy
With the expansion of the Fastrack Punjab Portal, the Mann government is seeking to combine digital governance reforms with industrial investment, employment generation and entrepreneurship development.
The success of the initiative will ultimately depend on effective implementation, timely clearances and the ability to translate investment commitments into operational projects and sustainable employment.
The broader objective is to position Punjab as a competitive destination for industrial investment while building a transparent, efficient and business-friendly governance system.
