The Government of Meghalaya has made it compulsory for all migrant workers in the state to register under the Meghalaya Identification, Registration (Safety & Security) of Migrant Workers (MIRSS) Act and Rules, 2020.
According to an official notification issued by Labour Commissioner Banteilang Kharsahngi, every migrant worker must register online and obtain an individual Registration Card. The onus is on employers and contractors to ensure full compliance for their workforce or face legal action.

- How to Apply: Submissions can be made online via the Labour Commissioner’s Portal, Invest Meghalaya Portal, Meghalaya Public Service Commission website, Common Service Centres (CSCs), or district labour office help desks.
- Registration Fee & Validity: The process requires a ₹50 fee. Once approved, the Registration Card is valid for 179 days, with renewal applications required at least 30 days prior to expiration.
- Required Documentation: Applicants must submit a Voter ID, Driving Licence, PAN, BPL Card, or other valid official identification, along with a mandatory police verification report. Under the amended MIRSS Rules, 2026, verification will be processed through the Crime and Criminal Tracking Network & Systems (CCTNS) within 30 days, with provisional verification issued in the interim.
Strict Penalties for Contractors & Fraud Warnings: The Labour Department has warned that contractors violating the mandate will face escalating penalties: ₹10,000 for a first offense, ₹25,000 for a second offense, and up to ₹1 lakh alongside potential imprisonment of up to three months for third or subsequent violations. Furthermore, the department cautioned against fraudulent or altered registration certificates being presented at check posts, noting that document forgery is punishable under Section 336 of the Bharatiya Nyaya Sanhita (BNS).
