Mizoram Introduces Four Digital Platforms to Enhance Fiscal Transparency and Accountability

Mizoram Chief Minister Lalduhoma on October 15 launched four digital financial management systems aimed at strengthening transparency, accountability and efficiency in the state’s public finance administration.

The initiatives — the Mizoram Integrated Works Accounts System (MIWAS), e-Sanction, e-Budget and 100 per cent Direct Benefit Transfer (DBT) — were launched at the Chief Minister’s Office.

The new systems are designed to modernise financial procedures, improve monitoring of public expenditure and ensure faster delivery of government benefits.

MIWAS to Streamline Works Accounts

The Mizoram Integrated Works Accounts System (MIWAS) will streamline works-related financial records across six departments: Public Works, Public Health Engineering, Power and Electricity, Irrigation and Water Resources, Environment, Forest and Climate Change, and Land Resources, Soil and Water Conservation.

The system is expected to improve the reconciliation of expenditure records with the Accountant General and ensure the timely submission of expenditure vouchers through the Treasury.

E-Budget to Digitise Budget Preparation

The e-Budget module will enable government departments to prepare and submit budget proposals online through the Integrated Financial Management Information System (IFMIS).

The digital process is expected to reduce paperwork, minimise calculation errors and prevent delays in preparing the state budget.

E-Sanction to Improve Expenditure Control

The e-Sanction module will facilitate the electronic processing of expenditure approvals. Proposals will move digitally from Drawing and Disbursing Officers (DDOs) and Heads of Departments to the relevant administrative departments and the Finance Department.

According to officials, the system is also designed to prevent expenditure beyond the available budget, strengthening financial discipline and oversight.

100% DBT for Government Scheme Payments

Under the 100 per cent Direct Benefit Transfer system, payments under state government schemes will be transferred directly to beneficiaries’ bank accounts after the Treasury clears the bills.

The initiative will cover programmes such as Thlai Thar Leina, the state’s crop procurement initiative, the flagship Bana Kaih scheme and power subsidies. Beneficiaries and officials will also be able to track payment status through IFMIS.

The system is intended to improve payment transparency, simplify fund transfers and make it easier to monitor the delivery of government assistance.

Mizoram Targets Higher Capital Investment Assistance

Addressing the launch, Lalduhoma highlighted the importance of digital financial management in promoting transparency and ensuring the efficient utilisation of public funds.

He said Mizoram had received Rs 350 crore under Part IX of the Special Assistance for Capital Investment (SASCI) scheme in the previous year. The state is preparing to secure approximately Rs 650 crore under the scheme for 2026–27.

The chief minister also acknowledged the contributions of the Finance and Information and Communication Technology (ICT) departments, Interlace India Pvt Ltd and the Centre for Development of Advanced Computing (C-DAC) in strengthening Mizoram’s digital financial infrastructure.

The launch of the four systems marks another step in the state government’s efforts to digitise financial administration, strengthen expenditure monitoring and improve the delivery of public services through technology.
