Tripura among top states in NITI Aayog’s Fiscal Health Index

NITI Aayog has released the second edition of the Fiscal Health Index (FHI) for the financial year 2023–24, with Tripura featuring among the 18 states assessed in the report.

The report was released in New Delhi on March 11, 2026 by Suman Bery, Vice Chairman of NITI Aayog, in the presence of senior officials.

The publication offers a detailed, data-based evaluation of the fiscal performance of Indian states and acts as a benchmark to support better policymaking and stronger fiscal management. The Index measures states on five major pillars: Quality of Expenditure, Revenue Mobilisation, Fiscal Prudence, Debt Index, and Debt Sustainability. These indicators together help assess the financial health of states and highlight areas where public financial management can be improved.

In this second edition, the Index has expanded its scope to include 10 North-Eastern and Himalayan states, making the assessment broader and more representative of India’s fiscal situation. Among the 18 major states, Odisha secured the top position, followed by Goa and Jharkhand. In the category of North-Eastern and Himalayan states, Arunachal Pradesh ranked first, followed by Uttarakhand and Tripura, showing improvements in fiscal discipline, revenue generation, quality of spending and debt management.

The report also highlights the importance of strengthening revenue mobilisation, reducing committed expenditure to improve fiscal flexibility, improving the quality of capital expenditure, and enhancing fiscal transparency and financial management systems to ensure long-term fiscal sustainability.
