Meghalaya eyes $16 billion economy by 2032, growth nearly double national average

Meghalaya has emerged as India’s second-fastest growing state, recording a real GSDP growth of 9.66 per cent in the financial year 2025—nearly double the national average—the Governor said during the 77th Republic Day celebrations.

The northeastern state, which crossed the $5 billion economy mark in 2022, is on course to triple its economic size to $16 billion by 2032 under the Mission 10 initiative. Since 2018, Meghalaya’s GSDP has grown by 102 per cent despite disruptions caused by the Covid-19 pandemic.

In his Republic Day address, the Governor said the state was steadily moving towards achieving its goal of inclusive and resilient growth. “We are firmly on course to realising the government’s vision of tripling the size of our economy by 2032,” he said.

Highlighting Meghalaya’s emergence as a frontrunner in India’s concert economy, the Governor said the state has hosted more than seven major concerts, generating a 5.6-fold return on a public investment of Rs 24 crore and creating over 5,600 direct jobs.

Tourism has also seen strong growth, with visitor numbers rising 33 per cent to 16 lakh in 2024 from pre-pandemic levels of 12 lakh. The government expects tourist arrivals to touch 20 lakh by 2028. Key investments in the sector include the development of the Sohra Tourism Circuit and the upcoming Rs 300 crore Taj Umiam Resort and Spa, described as one of the most significant hospitality projects in the region.

Private sector investment exceeding Rs 1,800 crore has been mobilised so far. Among major projects, Varun Beverages Ltd set up a Rs 330 crore bottling plant in North Garo Hills within a year, generating over 500 jobs. The Governor noted that while Meghalaya had no five-star hotels in 2018, it now has two such properties, with three more under development.

Infrastructure development has gathered pace, with the Centre approving the Rs 22,000 crore Shillong–Silchar Greenfield High-Speed Corridor. Over the past seven years, around 3,500 km of roads have been constructed under PMGSY, while a record Rs 2,200 crore was sanctioned for state road schemes last year alone.

Shillong is steadily positioning itself as the IT hub of the northeast. Phase 1 of the Shillong Tech Park currently employs over 1,000 youth, while Phase 2, nearing completion, is expected to generate employment for another 3,000. The state also hosted the region’s first AI Summit and launched initiatives such as the BHASHINI Hackathon to develop language models in Khasi and Garo.

The Governor said healthcare infrastructure has seen notable improvement, with facilities receiving National Quality Assurance Standards certification for the first time. Shillong Medical College, the state’s first government medical college, admitted its inaugural batch in September 2025.

Agriculture’s contribution to the state’s GSDP has doubled over the past five years. Under the Floriculture Mission launched in 2024 with an outlay of Rs 240 crore, the government aims to support 3,100 floriculturists and create over 12,400 employment opportunities.

Spending on education has increased from Rs 2,045 crore in 2018 to Rs 3,654 crore. The state cabinet has approved revised structured pay for more than 23,000 SSA and adhoc teachers, to be implemented from April 1, 2026. Captain Williamson Sangma State University began its first academic session in 2025 with 14 departments and an enrolment of 568 students.

Under the PRIME initiative, 480 entrepreneurs have received funding amounting to Rs 146 crore, including 230 women entrepreneurs. The programme has incubated 277 start-ups and generated over 5,000 jobs between 2023 and 2025.

Water supply coverage under the Jal Jeevan Mission has reached 83.31 per cent, surpassing the national average, and providing tap water connections to more than 5.37 lakh households. Under PMAY (G), 84 per cent of rural houses were completed in the last two years.

The Governor also noted that Meghalaya secured third rank nationally under Compliance Reduction and Deregulation 1.0 after the enactment of the Meghalaya Decriminalisation (Amendment of Provisions & Repealing) Act, 2025, which amended eight laws across five departments and decriminalised nine minor offences.

Looking ahead, the state will host the 39th National Games in 2027, with over 10,000 athletes, including Olympians, expected to participate. More than Rs 40 crore has been sanctioned for preparations. Under the STAR Programme, 24,500 athletes have been assessed, with 10 super-elite athletes identified in weightlifting and athletics.

The Governor concluded by stressing the government’s focus on making Meghalaya a cleaner and garbage-free state, beginning with urban areas and extending to major tourism destinations.
