The Sikkim government has set up a Foreign Employment and Recruitment Facilitation Board to help youth from the state access safe, legal and transparent job opportunities abroad.
A notification to this effect was issued by the Home Department on February 5, 2026. The board has been constituted under the Skill Development Department and comes into force with immediate effect.
Officials said the move is aimed at creating a proper support system for young people who are increasingly looking at overseas employment. Many aspirants face problems such as unreliable information, unsafe recruitment practices and lack of proper training. The newly formed board is expected to address these concerns in an organised manner.
The board will operate from Niyukti Kendra and will be headed by Madan Cintury, MLA-cum-Advisor to the Skill Development Department. Senior officials of the department, including the Secretary and Special or Additional Secretary, will be members, along with a domain expert nominated by the state government. The Joint Secretary-cum-CEO of Niyukti Kendra will serve as the Member Secretary.
As per the notification, the board will draft policies and strategies to promote ethical overseas employment. It will ensure that job seekers are connected only with recruitment agencies authorised by the Government of India. By working strictly with registered agencies, the state government aims to prevent fraud, illegal hiring and worker exploitation.
Skill development will be a major focus. The board will facilitate training programmes, career counselling and foreign language courses to improve employability and help candidates adapt to work environments abroad. Officials believe such measures will lead to better job placements and smoother migration.
The board will also organise recruitment drives and collaborate with foreign employers and agencies. It may sign memorandums of understanding to widen job opportunities for skilled and semi-skilled youth from the state.
Additionally, the board will provide placement assistance, migration support and post-placement services. Pre-departure orientation sessions will be conducted to inform workers about their rights, responsibilities, safety guidelines and living conditions in destination countries.
To maintain transparency, a comprehensive database of candidates, recruitment agencies, employers and placement records will be maintained. A grievance redressal system will also be established to handle complaints related to recruitment and employment, including support for dispute resolution and repatriation if necessary.
