Chakma Students’ Union seeks CBI probe, calls for trial outside Uttarakhand in Anjel Chakma murder case

The All India Chakma Students’ Union (AICSU) has sought a Central Bureau of Investigation (CBI) probe and transfer of the trial outside Uttarakhand, preferably to Delhi, in connection with the murder of Angel Chakma, a 24-year-old MBA student from Tripura who was allegedly killed in a racially motivated attack in Dehradun.

In a letter addressed to Uttarakhand Chief Minister Pushkar Singh Dhami, the students’ body said the victim’s family has lost confidence in the Uttarakhand Police, alleging serious lapses in the handling of the case. According to AICSU, although the incident took place on December 9, the FIR was registered only on December 12 after sustained pressure from the organisation. It further alleged that Selakui Police Station refused to register the complaint on several occasions.

The union also accused the police of failing to invoke appropriate legal provisions at the initial stage and of downplaying the incident by projecting it as a “fight,” despite alleged evidence of racial abuse. AICSU demanded action against the officials concerned, alleging distortion of facts and attempts to shield the accused.

Raising questions over medical procedures, AICSU claimed that Angel Chakma was admitted in critical condition to Graphic Era Hospital as a medico-legal case, but the police were not immediately informed. The organisation said this points to possible institutional negligence and lack of transparency during his treatment.

Citing security concerns, AICSU said family members of the deceased and key eyewitnesses do not feel safe in Uttarakhand, making it necessary to shift the trial outside the state to ensure a fair and unbiased judicial process.

Among its key demands, the students’ body called for a CBI inquiry into police conduct, the delay in FIR registration, and alleged medical negligence; immediate arrest of the absconding accused; invocation of provisions under the SC/ST (Prevention of Atrocities) Act; and compensation of ₹2 crore to the victim’s family, citing grave institutional failures.

The organisation also urged the Uttarakhand government to introduce concrete safety measures for students and residents from the Northeast, including the formation of a dedicated police unit on the lines of Delhi Police’s Special Police Unit for the North-Eastern Region (SPUNER).

AICSU reiterated that justice for Angel Chakma must not be compromised and said it would continue to pursue the matter through all legal and constitutional means. The statement was issued by AICSU president Drishyamuni Chakma.
